You will still need to leave the 0.6.4-2 entry as it was before and add
a new 0.6.4-3 entry.  If you have no changes, then something like
"Upload to unstable -- no changes from previous version" should be OK.
You can also ask on debian-devel for guidance if you want a more
authoritative answer.
