My apologies for the delay in replying.  I have been completely swamped
with work.  I agree with Daniel that we should think carefully about
uploading a new upstream version.

Experimental is almost certainly the way to go as far as Debian is
concerned.  Uploading to unstable is problematic because if a problem is
found with the package in Squeeze, then an update has to go through
testing-proposed-updates, which is annoying to do.  If you want, then I
might be able to help with a new xiphos package next week.  Something
else to consider is that if there are specific features or bug fixes in
the new upstream release, then we can look at cherry picking them and
uploading a patched version of 3.1.3 to unstable with the intent of
having it transition to Squeeze.
