[pkg-crosswire-devel] transition didn't happen for 1.8.1

As I understand it, this issue of me following a work-around rather than
following the rules and going by the book, will lead to a cancellation of
my application to become a DD.

I need to think about it, but this will become my second botched attempt to
become a DD, and I doubt I'll attempt a third time.
