sword is now part of the icu transition
https://release.debian.org/transitions/html/auto-icu.html
This means that sword probably won't migrate into testing until icu 63
does[1]. This is nothing to worry about. It will just take longer.

Co-incidentally I uploaded xiphos not long after then icu transition
started so it is already built against icu 63, and definitely won't migrate
to testing until icu 63 does.
Bibletime should migrate once sword does.

[1] this will definitely be the case if the binary rebuild of sword against
icu 63 happens before sword would otherwise migrate to testing. I'm not
sure what happens otherwise.
