I meant it unnecessarily ask twice for the passphrase to an *existing* key.
Just try it out.
~# cryptsetup luksFormat /dev/loop1
WARNING!

This will overwrite data on /dev/loop1 irrevocably.
Are you sure? (Type uppercase yes): YES
Enter LUKS passphrase: [enter: "number1"]
Verify passphrase: [enter: "number1"]
Command successful.
~# cryptsetup luksAddKey /dev/loop1
Enter any LUKS passphrase: [enter: "number1"]
Verify passphrase: [enter: "number1"]
^^^^ this is useless ^^^^
key slot 0 unlocked.
Enter new passphrase for key slot: [enter: "number2"]
Verify passphrase: [enter: "number2"]
Command successful.
