[Pkg-cryptsetup-devel] Bug#438450: debian/rules does not pass CFLAGS to configure

debian/rules does not pass CFLAGS to ./configure, so
DEB_BUILD_OPTIONS='noopt' is ignored. Other CFLAGS options in
debian/rules (-Wall -g) are also ignored.

Attached is a patch that fixes the problem. Not sure if it is the
proper way to implement the fix, but it works.
