well cryptsetup manages the relevant luks calls in its initramfs-tools
hooks, thus reassigning.

first i though you maybe using a random key but it doesn't look like.
so no idea why your swap is not enabled on time.

hmm that looks crude and like a fine local workaround,
not something you'd want to shipp.
