i guess that this is a feature, not a bug. all packages i know that
invoke update-initramfs in their postinst maintainer script, use the
option -u and that way only rebuild the initramfs for running kernel.
even the package initramfs-tools does so.

rebuilding all initramfs at once would be fatal in case of a bug in the
new package version.

i'm reassigning the bug to initramfs-tools, as this is the proper
package to discuss the issue. as this intended behaviour, i suggest to
close the bug, but i leave the decision up to initramfs-tools
maintainer.
