the file is created by the debian-installer in case that you answer a
low priority question accordingly. so i guess that you installed with
debconf priority=low and selected MODULES=dep. you really should know
what you do when selecting MODULES=dep.

this mail will reassign the bug to base-installer and retitle it to
'please rephrase the installer question about MODULES setting for
initramfs-tools'
