can you elaborate on which crypto disk fails to stop? if it's the home
partition, then there indeed is a bug. but if it's the root partition,
this is intended behaviour.
it's technically impossible to stop the encrypted device holding the
root partition, as the root partition needs to be unmounted first, and
the cryptsetup binary needed for 'cryptsetup luksClose' is stored on the
root filesystem.

implementing a initramfs equivalent for the shutdown process (i.e. a
ramfs system invoked after rootfs has been unmounted) is the only
solution i see to fix that issue.
