It is already there (but only for LUKS), just not enabled as default,
see --enable-pwquality configure option.

libpwquality is central pw checker in system with common policy in RHEL/Fedora
(I was not fan of this feature as well but no single report since
we enabled it in Fedora.)

But in Debian this decision must be system wide and I think nobody is using
libpwquality there yet (but I see it is in repo already).
