This is strange.  Kernel packages do not determine what goes into the
initramfs.  Sometimes driver modules have been reorganised and this has
resulted in missing modules.  But this wouldn't explain other files
being missing.

I tried to reproduce this by installing a stretch VM with full disk
encryption and then installing this kernel version from backports. 
That produced a working initramfs for me.

- Which version of cryptsetup did you have installed previously?

- If you put "CRYPTSETUP=y" in /etc/cryptsetup-initramfs/conf-hook,
does the older version then build a working initramfs?
