I think I know the answer to that actually, cf.
https://bugs.debian.org/874523 .  You wrote “after installing updates
today” and although you didn't specify which (package name &
before/after version) I guess you also upgraded ‘initramfs-tools-core’
to 0.132, so your initramfs image *is* using usrmerge.
