[pkg-cryptsetup-devel] Bug#901641: Please don't have a hard dependency on console-setup or kbd

I intentionally don't have console-setup or kbd installed. The previous
cryptsetup package just had them in Recommends; however, the new
cryptsetup-initramfs package has a hard Depends on them. Could you
please switch these back to Recommends?
