Is the ‘cryptsetup-initramfs’ installed?  As of Buster that's the
package responsible for unlocking drives at initramfs stage; as of
Stretch and earlier it used to be part of ‘cryptsetup’, and should be
automatically pulled on upgrade.

Which version of ‘cryptsetup*’ do you have, before and after  the
upgrade?  You can find that in /var/log/apt/history.log.
