[pkg-cryptsetup-devel] Bug#1081552: cryptroot not run as the last in local-top

According to comment in 
/usr/share/initramfs-tools/scripts/local-top/cryptroot,
cryptroot should be run last in local-top but if one creates
/etc/initramfs-tools/scripts/local-top/crypti, crypti won't be called before
cryptroot on boot. When crypti is moved to 
/usr/share/initramfs-tools/scripts/local-top,
it is called before cryptroot on boot.

No such problem in Debian 10 with cryptsetup-initramfs 2:2.1.0-5+deb10u2
(script from /etc/initramfs-tools/scripts/local-top is called before 
cryptroot on boot).
