AFAIK, there is no technical reason for requiring -24. That's just what
was in etch when we last updated the deps.
It should be fine to use -18 for the sarge backport.
Please do note that we will move to libdb4.3 (or possibly 4.4 if we can
confirm that it's working) some time in the future, though I doubt we
will do that for etch.
Another note on backporting: we're using some features of debhelper that
require the compat level to be 5. You're probably going to have to
depend on a backported debhelper or rewrite the functionality somehow.
