Dependency question

Currently, the libsasl2-2-dev package depends on libsasl2-2, but not on
any of the *-modules* packages.  Is this correct?  If someone compiles
something, will all of the libraries need to be there is it sufficient
to have libsasl2-2-dev and libsasl2-2?
