Regarding NEW and ftp-master approval

Well, we should at least notify the FTP-masters when doing the sid
upload. Getting their OK first shouldn't be necessary.

Cyrus-IMAPd 2.2 at least doesn't do any automatic BDB upgrades IIRC.
That's simply because it uses the same (relatively old) BDB that
cyrus-imapd 2.1 used and we don't support automatic upgrades from 2.X to
2.Y anyway. Cyrus-IMAPd traditionally lacked such support (for
relatively good reasons, the config files and directory layouts changed
quite a bit from version to version, only the 2.1 to 2.2 upgrade is
easier) and nobody on the team had the time to implement automatic
upgrades for the 2.2 packages yet.
