Bug#465569: cyrus-sasl2: Use /etc/sasl2 as primary configuration directory

After discussion on the Cyrus SASL Team mailing list (archived thread
starts at [0]), some concensus was reached for using /etc/sasl2 as the
primary configuration directory. Specifically, the following was
proposed [1]:

  * Use --with-configdir=/etc/sasl2:/etc/sasl:/usr/lib/sasl2
    in the build.
  * Promote /etc/sasl2 as the proper default.
  * Keep /etc/sasl for backwards compatibility with older Debian
    systems, but do not mention it in the documentation.
  * Keep /usr/lib/sasl2 for compatibility with upstream's wishes,
    but do not mention it in the documentation.
  * Applications like Postfix, OpenLDAP, Cyrus IMAPd can continue
    to use their own config locations if they wish; how this works
	should be explained in the Debian Cyrus SASL documentation.
  * Write the documentation for this.

This bug tracks the progress of all the above points. Note that "do not
mention ... in the documentation" means that there shall be no confusion
in the documentation about what the recommended practise is. It doesn't
mean that we want to create undocumented features. It's simply a matter
of clarity. The rest can be documented as facts, with proper notice on
our intentions.

Note that we have not yet discussed this with other distributions, and
it would be wise to do so before implementing the above.
