Kerberos is remarkably trivial to set up. On a Debian system, just
install krb5-admin-server and run krb5_newrealm and you'll have a working
KDC. You will want to read the krb5-install info pages, though, for more
details about the client configuration and so forth.

One of the things that I wanted to do at some point was to set up
kerberos.debian.net running a KDC that any DD could create principals in,
intended only for testing Kerberos support in Debian packages, but I've
not had the time.
