If you are running Debian, then the easiest way is to run

reportbug cyrus-sasl2

and follow the instructions.

Alternatively, send an email to submit at bugs.debian.org with the  
following lines as the first lines of the email:

Package: cyrus-sasl2
Version: 2.1.22.dfsg1-19
Severity: wishlist

followed by a blank line, and any text description you want (describe  
the patch). The patch can be attached to the email as a normal  
attachment.
