Bug#648799: init.d/saslauthd uses /lib/init/vars.sh without Depends: initscripts

	The /etc/init.d/saslauthd script tries to source
	/lib/init/vars.sh which was introduced in initscripts somewhat
	in-between 2.86.ds1-4 (which provides no such file) and
	2.86.ds1-21 (whose Debian's changelog mentions one.)

	Therefore, I suggest a versioned depency on initscripts >=
	2.86.ds1-21.
