[Pkg-dpdk-devel] Ubuntu 14.04 Support

Hi Vanessa,
I personally didn't care about 14.04 but back at the time others did.
I'm looking forward to 18.04 atm, For dev 14.04 feels old.

OTOH we still have issues with dpdk 17.08 builds (on any platform I think),
not sure what goes wrong there.
