[Pkg-dpdk-devel] Migrating repository from Alioth to Salsa

Hello,

As you might or might not have heard, Debian is switching from Alioth
to Salsa (an internally-run Gitlab instance). [1]

Alioth is going to be deprecated eventually, so I've gone ahead and
imported the dpdk repository. [2]

For non-DD who would like access you need to register a -guest account
first like you did on Alioth, then let me know the username and I'll
add you. [3]
