[Pkg-dpdk-devel] Please add libibverbs-dev to build deb_dpdk environment

Hi Vanessa,
we grew a new build dependency to libibverbs-dev, but the CI builders seem
unable to resolve those.

Since that the runs on the 18.02.x branch fail [1].
Last time this happened you helped Luca to resolve, none of us knows where
to change this.
It does not seem to be part of [2].

Could you again please help us?
