[Pkg-dpdk-devel] Bug#928722: libdpdk-dev: missing dependencies on libelf-dev and libjansson-dev

Fixed: 18.11.1-3

libdpdk-dev is missing a dependency on libelf-dev and libjansson-dev,
and as a consequence pkg-config --cflags libdpdk will wail. The
workaround is to install those two packages manually. It will be fixed
in buster's first point release, and is already fixed in experimental.
