Dear Maintainer(s),
dh-autoreconf provides an --as-needed option to allow packages to use
-Wl,---as-needed with libtool, since libtool otherwise reorders the
flags and breaks compilation.
The same reordering problem affects programs building with --whole-
archive, in the exact same way. I've come across this when building
src:openvswitch with src:dpdk.
I have opened an MR on Salsa to add a --whole-archive autoreconf option
that works exactly as --as-needed to fix this. It fixes the build of
openvswitch with a new version of dpdk that is in development.

Thanks!
