Sounds like the best thing we could do right now is prepare a package for 
libetk and/or libelementary.

I'll have some time over the next week to help out a fair bit, but after 
that my ability to commit time will dwindle down.  Nathan has more time 
for this project, but is new to packaging, so my plan is to teach him 
fairly quickly so that he can still be useful after I can help less!

I already maintain a library in Debian, and I understand packaging well.

If there are any non-library programs that need packaging that aren't yet 
packaged, Nathan and I would do well to start there to make sure Nathan 
gets the hang of packaging before we tackle a library.  Nathan, if you can 
find any such programs needing packaging, we can do those first (so long 
as it's not covered by what Albin is working on, the "new e17, including 
Illume).  Note Albin that if you need help, I'm here for you, even on 
those!

And in general, for pkg-e-devell, do you have a preference for what 
package helper tools you prefer?  Do you like git-buildpackage and/or 
svn-buildpackage, and if so where do you like to store the repositories? 
Do you prefer debhelper to cdbs?  I want to make sure that the way we go 
about this is most sustainable for co-maintenance.
