I've been thinking about how to approach this.  There are three options
I see, but I'm not sure which is best.

1) Mark all eo symbols - since all symbols are generated by eo now, this
means changing versions of existing symbols released in jessie.  This
seems against the spirit of the symbols tracking?

2) Mark symbols introduced after 1.8.6 - this avoids changing released
symbols, but falsely implies a difference between symbols that are
equally stable or unstable (since they all came from eo).

3) Mark only eolian symbols - most conservative, but fails to track most
uses of eo-generated symbols.

Did I miss any options?
