Excluding the transition packages I end up with exactly the same
regexes.

The auto-transition tracker does not generate any .build-depends. And if
something depended on e.g. libelementary-dev it probably should be on the
list because it probably #includes libelementary/headers. But afaict
that is an academic discussion, doublechecking with Build-Depends does
not find /addtional/ affected packages.

I would have included them for simplicity's sake, but they do not make a
difference in the affected packages.
