You should be able to reproduce this bug with the config that I've send you
for the next one.

Sorry for bad explanation, it should be vice-versa: tilix on top of
another fullscreened window.

Windows -> Window Geometry -> Maximization
Policy: Fullscreen
Direction: Both
Manipulation:
Allow manipulation of maximized windows: yes
Allow windows above fullscreen window: yes
