Basically nothing, as far as I can tell. It is just an example
"data-sheet" for the imaginary "no connect" component. Either left as an
example for how people might like to document their symbols - or as a
joke, I'm not sure which.

Given the git log, I think it is an example:

It is actually linked to from geda-symbols "nc-*.sym", so don't remove
it.
