Actually I did commit the changelog, since I commit that usually on 
release, attached is how the changelog looks now.

    + Remove macros since they are no longer needed.
    + Do not override CFLAGS in build.
    + Do not install util/ChangeLog.* in geda-utils
    + Link documentation of geda to geda-doc
    + override dh_clean to avoid removing gnetlist/tests/gnetlistrc.orig
    + Exclude Makefile* and *.in when installing examples.
  * Added debian/*.examples, debian/*.manpages, debian/watch,
    debian/libgeda*.install, debian/geda-doc.docs, debian/libgeda38.symbols,
    debian/geda-doc.doc-base
  * Removed debian/*.dirs, debian/geda-gschem.postinst,

  * debian/copyright: proper copyright file.
  * debian/geda-symbols.postrm: Set -e flag
  * Added patch manpages.diff to remove undefined `l' macro.
  * Added patch desktop.diff to remove Encoding field and escape "-".

geda-gaf (1:1.5.4-0~pcjc2.1) jaunty; urgency=low

  * gEDA 1.5.4 upstream release
  * Initial attempt at unified debian package.
  * Based on geda-* Debian packages by Hamish Moffatt.
  * Fix dependancy of >= $UPSTREAM_VERSION to match the exact debian
    version of libgeda which was built with this source package.
  * Added conflict between geda-symbols and the old libgeda33 package,
    since the new symbols rely on file-format changes not present in
    that version.
  * Remove buggy workaround for gxyrs install location (fixed upstream)
  * Remove resetting of executable bit on some examples (fixed upstream)
