Possibly.
libgeda was never intended to be a stable interface for external apps to
use. It changes between gEDA releases, and whilst we try to retain ABI
and API compatibility between micro-releases, we don't even really
guarantee that.
Effectively, debian doesn't "need" a libgeda-dev package any more, given
upstream intentions. Perhaps that is something to consider removing?
