I'd still like to get to the bottom of this. I guess the Qt engine code
is resetting the LC_NUMERIC setting, but doesn't fully explain why it
works when you override it from the command prompt.

Could you check for me which package provides that file. I don't have it
installed, and haven't been able to guess which package it lives in.
