How you want to license the Debian packaging itself is up to you. Usually,
package licensing is either made public domain or is released under the same
license as the software. You are right that making it public domain is the
most compatible option.
However, my initial comment wasn't about how you licensed the Debian
packaging. The issue is that in debian/copyright, it claims that the
original software itself (emu8051) is GPL version 2 only, and it misquotes
the original software's license grant. The actual software is licensed GPL
version 2 *or later*, as can be seen by looking at the license grant in the
header of any file in the src/ directory.
So the main issue is fixing the license information about the original
software in debian/copyright. If you also want to change the licensing of
your packaging work, that is also great, but that part is up to you. =)

it uploaded ASAP.
