I am using cdbs. So the rules file is small as it is.

The reason I am still keeping 1.0 format and debhelper 5 is that I
want to backport the package to my PPA (for old versions) of Ubuntu
with minimal changes. One I drop support for old versions of Ubuntu I
will switch.
