[Pkg-electronics-devel] updated packaging for iverilog 10.1

Hi folks, here's a tiny update to the 0.9.7-1 packaging of iverilog, to
make it build with the new 10.1 release.  I tested it with the v10_1 tag
in the iverilog git repo and it seems to work fine.

I'm not sure what the most convenient way for me to offer these changes
to you is, so I've attached a couple of patch files that apply on top of
the 0.9.7-1 debian directory.
