finally got back to it :)

did it as above, but no "gnucap-devel" yet. I first need to turn
gnucap-conf into something more pkgconfig-like, coinstallable .pc files
and such, looks like an upstream issue.  (will do, once I have a use case).

lintian is happy, but apologies if I am missing something.
