if you have no further changes planned on the packaging then the
technical side is ready for an upload.
If you fear some unwanted effects or possible trouble on the user side
then we should upload to experimental first. gnucap has increased the
installations reports since the last upload to Debian about 50%.
Otherwise we could also upload to unstable if you feel the code is ready
for a broader base of users.

But I'd like to get a more informative debian/changelog file for the
upload, I can try to provide additions I'd make based on the commit
messages in the past.
