I guess I'm the most active current maintainer of the pcb package in
Debian, and I use the tool routinely, but I am *not* an upstream
developer.

If your patches are improvements to the upstream code, I suggest you go
talk about them on geda-user at delorie.com which is the most active of the
upstream lists as far as I can see.  Patching at the Debian packaging
level is not a particularly appealing option.

If your patches are improvements to the Debian packaging, please file
them as bugs in the Debian bug tracking system and we'll get to them
eventually.
