Dear Carsten.

I figured out gnucap-conf. There is no longer need for gnucap-devel and
also no need for pkgconfig. It looks much better now. Perhaps good
enough for unstable.

I have also drafted working (but still messy) packages for gnucap-random
and gnucap-python, based on current development. These could perhaps go
to experimental some day.
