yes, for creating new Projects within a group users must have the
permission of the role Maintainer.

Sounds reasonable, so go ahead, I modified your role to Maintainer a
second ago.

(I see no problem to give *-guest roles the Maintainer membership after
a while once we can see the indentation and have also the trust the user
will do the "right" thing. Thanks for moving electronics related
packages forward!)
