I have uploaded systemc & verilator to my PPA: 

https://launchpad.net/~aelmahmoudy/+archive/ubuntu/ppa/+packages

they are build on the Ubuntu bionic release.
To test verilator with systemc support, you will need to install 
verilator & libsystemc-dev
Iztok: if you are running another release than bionic, you can copy the 
packages from my PPA to yours, and select the target release during 
copy and select the target release during copy.

Please test and tell me if it works.
