Yes looks better now.
Would you mind to comment out the verbose output for the debian/rules
targets, it's probably just a oversight from 16163a55?

And just a side mark to 834c8ba Rename library package to
libsystemc-2.3.2, you haven't explained why have done this but I'd
suggest to revert this.
Looking at /u/l/$arch it is a quite uncommon schema to add the current
release version to the library name. Just using no version or a '0' is
much more used as the release version says nothing about the API version
the library is using.

I created a basic autopkgtest to check if the library can be used for
linking against. Consider to add this autopkgtest if appropriate.

I agree the package could be uploaded to NEW now in my eyes.
