Long version:

It is Work In Progress

At https://tracker.debian.org/pkg/kicad is currently visible
that kicad 5 is uploaded to unstable  nine days ago.

Migration to testing, a.k.a. buster, hasn't happed yet
due waiting on builddeamons.


That kicad 4.something was removed from testing
was due some .... ( can't recall, something like a missing build depend )

Uploading version 5 was the better plan, fixing the missing build depend
would have only delayed the move from exprimental to unstable.
