[Pkg-electronics-devel] moving to Salsa

Hi all!

Yesterday, while packaging a new upstream release of pcb-rnd, I moved
the repo to Salsa (https://wiki.debian.org/Salsa).  In the process, I
noticed that apparently nobody has yet set up a group for the
Electronics Packaging Team there... so I just put the package in the
"Debian" group that mirrors what collab-maint is on Alioth.

However, it seems like we should collectively make a decision about
whether having a separate group on Salsa makes sense.  If so, I'll be
happy to personally do the work of getting that set up and moving the
repositories in our group on Alioth over to the new infrastructure.
This is important because Alioth is scheduled to be terminated as a
service later in 2018.

As I understand it, using the Debian group means anyone who is a DD
automatically has the ability to contribute to the package... but adding
guest maintainers would have to be done on a package by package basis.
If we set up a group, then we have the (small) burden of managing the
group membership (as we do now on Alioth), but the benefit is that any
guest maintainers only have to be added once to the group and can
contribute to any of the packages maintained by the group.

Thoughts?  I guess I'm leaning towards maintaining the separate group,
but I'm trying to decide if that's just due to inertia...
