it's not fully clear what you want to archive as the referenced issue
isn't about a visible change or patch to add some pipelined build or
similar to the packaging tree of kicad-footprints. The git tree you
mentioned on the GitHub issue is about building the Debian package for
kicad-footprints.

Currently I have no big interests to build up some kind of GitLab
pipelines for testing kicad-footprints as I simply not see what useful
improvement we would get here. But I'm open to anything. So if have
something I should look at than we will find somehow together.
OTOH I don't have much no knowledge about building any kind of pipeline
into GitLab. But until I'm felling also I don't the need to. If possible
I try to add some autopkgtest to the packages I maintain as this has the
benefit that the tests are also get triggered if something around the
package is changing.
You can create a own user within the Salsa GitLab instance and try to
setup a GitLab pipeline there. If this a useful thing I'm open to add
this to the packaging tree.
