[Pkg-electronics-devel] Gnucap package: new upstream

Dear Electronics Team

I have packaged the recent snapshot release [1]. The package fixes a
couple of issues, changes the version number to what upstream uses now,
and switches to autotools, which is now supported.

Please consider an upload to unstable.
